Media popup when adding image from the theme options page generates an error

Error I’m seeing in the console

[Log] JQMIGRATE: Migrate is installed, version 1.4.1 (load-scripts.php, line 9)
[Error] Failed to load resource: the server responded with a status of 500 (Internal Server Error) (admin-ajax.php, line 0)
[Error] Failed to load resource: the server responded with a status of 404 (Not Found) (jquery.qtip.min.js.map, line 0)

Steps:
1 goto theme options
2 select to change favicon image. the Thumbnail view does not display. The error above then shows in console.
