Disable parallax on mobile devices

Good afternoon. I want to know how to disable the parallax effect on mobile devices, because the image zooms in so far as to be unrecognizable on smaller screens. I am not overly familiar with css and am learning as I go. I don’t believe that this would be site specific, so I won’t share my URL yet; however, I based the page off of Home Version 18. Any and all help would be appreciated.
