Unusual white bars at top of page and footer

I’m stumped at why this is happening but there are white bars appearing at the top of the page and footer.
I’ve noticed it whenever there is anything flush up against it.

It seems to be site wide not related to any element styling. Do you know what may cause this? It just started appearing and I can not back track to what caused it as I have only just noticed.
