Translating the theme doesn't work

Hi there,
it seems the translation mechanism isn’t working properly.

I performed the following steps without success:
1. I duplicated the en_EN.po file and rename it to de_DE.po
2. I edit the new .po file using POEdit (latest version)
3. Saved the file (de_DE.mo was created)
4. Upload it to /wp-content/themes/unicon/framework/languages
5. Set the “Site Language” in the backend under Settings > General to “Deutsch”

I don’t want to user another plugin for this.
Please, let me know how to fix this issue.
