Theme Options or Install Required Plugins not working

Hello –

I just installed a new site – no plugins are in my site – starting from scratch. Whenever I click on Theme options or Install the Required plugins I get a screen the says “Cannot load minti_options” and “Cannot load tgmpa-install-plugins”.

Any ideas? My php version is 7.0 and I have updated all the server configurations to your list as far as upload size, etc.
