Theme is not responding to mobile devices

Hi,
I have used this theme for several sites, separate licenses for all. The theme does not seem to be responding to mobile devices. I have The Disable Responsive Content Elements within WPBakery Unchecked. I have zoom on mobile devices ON. My layout style is full width, should it be boxed content?????
