Link to portfolio section?

I have a one-page site design with a slider at the top and a portfolio section further down. I would like slides in the slider to link to sections of the portfolio.

So I would need some sort of link or javascript solution that, when clicked, both scrolls down to the portfolio and enables the filter I want. Could you help me develop a solution that accomplishes this?
