How to add transparent color over images to make text stand out more?

I’m wondering how to add a transparent color over images, in order to highlight the text better?

Say I have a couple headline boxes in a section, and in that section I use a background photo. I want to overlay a transparent color to minimize the vibrancy of the photo and make my text stand out more.

How to do this?
